Brevity

A general rule for the length of radio transmissions is about 15-20 seconds. (Again, always check with your agency though.) If the transmission is going to go longer you may find a natural place to take a break and then advise the rest of the information. This allows the radio channel to be open to anyone who may have information their needing to get across.

The FCC does have access to randomly monitor radio frequencies for compliance with rules and regulations.
